SUBJECT: EXTENDING LIBRARY CARDS TO MONARCH SCHOOL STUDENTS (Districts: All)
Library cards provide a gateway to learning and knowledge. Books and other library resources not only educate us about our history and culture, but they often provide an escape from the stress of life and the problems of the day. Today's action will give homeless students at the Monarch School the chance to explore and learn through the ability to obtain a County library card.
SUPERVISOR COX AND SUPERVISOR ROBERTS:
- Direct the Chief Administrative Officer to implement a process to make San Diego County Library cards available to Monarch School students.
- Direct the Chief Administrative Officer to improve access to library books by utilizing the book mobile and other resources.
There is no fiscal impact associated with this recommendation. This will result in the addition of no staff years and no future year costs.
Access to libraries and library books is a fundamental tool in the education and development of children. Libraries provide resources for the exploration of new ideas and personal development, assistance in developing information literacy and life-long learning, and often serve as a beacon of hope for society's most vulnerable populations.
The Monarch School a unique partnership between the San Diego County Office of Education and the nonprofit Monarch School Project is located in close proximity to the County Administration Center (CAC) and serves one of the most vulnerable populations by educating students impacted by homelessness. Their facility has limited library resources with no immediate room for growth. As a result of being homeless, Monarch students are further impacted by not having a physical home address with which to sign up for a library card.
On December 6, 2005 Supervisor Cox and Supervisor Roberts brought forward recommendations to make library cards available to all foster youth. Our board took action to recognize the County's role as guardian for foster youth and remove barriers to obtaining a library card. We need to go a step further.
In celebration of Library Card Sign-up Month during the month of September, and recognizing the important public benefit libraries provide to all residents, especially vulnerable populations, today's action will extend access to libraries in the San Diego County Library system to all students impacted by homelessness at the Monarch School.
There is a tremendous opportunity to utilize the County book mobile's service to the CAC to serve students at the Monarch School.
