SUBJECT: San Diego County Children’s Budget

SUMMARY:
The San Diego County Children’s Budget is a collaborative effort led by the San Diego Children’s Initiative with funding from the David and Lucile Packard Foundation. The Children’s Budget is a document that examines children’s issues from a financial perspective and provides a clear analysis of how funding is spent to improve the lives of children and families.

Today’s item requests that this Board of Supervisors receive this report and acknowledge the Children’s Initiative and the David and Lucile Packard Foundation for their efforts in providing this unique and useful document.

RECOMMENDATIONS
Chairman Greg Cox:

  1. Receive the San Diego County Children’s Budget (Attachment A).
  2. Direct the Chief Administrative Officer to draft letters for the Chairman’s signature to the San Diego Children’s Initiative and the David and Lucile Packard Foundation acknowledging both their efforts and the funding for this project.

Fiscal Impact:
There are no fiscal impacts associated with these recommendations.

BACKGROUND:
The San Diego Children’s Initiative has teamed up with the David and Lucile Packard Foundation to conduct an analysis of San Diego County’s budget and the funding that is specifically directed towards children and families.

This research has produced the first independent analysis on the San Diego County Children’s Budget, which very clearly reports on the investment of federal, state, county and other funds and how this Board of Supervisors directs funding to meet the needs of children and families in San Diego.

The San Diego County Children’s Budget reflects a snapshot in time, using fiscal year 2001-2002 funding levels, and accurately depicts funding allocated across various areas including: health, mental health, substance abuse prevention and treatment, early childhood care and education, child protection and at-risk youth and juvenile justice. The total budget across all these areas for fiscal year 2001-2002 is $947.4 million. The following table shows the distribution of these funds by category:

This document is yet another tool that can be used by this Board of Supervisors as well as other policy makers and foundations to target gaps in programs and funding to ensure that children and families have access to appropriate resources to meet their needs.

The San Diego County Children’s Budget acknowledges San Diego County’s commitment to improving the lives of the 724,000 children in San Diego County and provides valuable insights into how this is accomplished on a daily basis.
