SUBJECT: Neighborhood Reinvestment Program Grants (District 1)
The County of San Diego is fortunate to have an opportunity to reinvest taxpayer money into our communities for the benefit of the public. This action will assist the County in meeting the needs of the community.
VICE-CHAIRMAN GREG COX
1. Allocate $7,000 from the Neighborhood Reinvestment Program budget (Org 15650) to the Chula Vista Rotary Foundation for the acquisition of bicycles and helmets to distribute at their 43rd Annual Bike Give-Away for children in need event in the South Bay.
2. Amend the purpose of the 6/25/19 (19) Neighborhood Reinvestment Program allocation of $10,000 to Fern Street Community Arts, Inc. to include the acquisition of a box truck and covered trailer.
3. Find that the grant awards described above each have a public purpose.
4. Authorize the Deputy Chief Administrative Officer/Chief Financial Officer to execute grant agreements with the organizations awarded Neighborhood Reinvestment Program funds to establish terms for receipt of the funds and make minor amendments to the agreements that are consistent with the general purpose of the grants but do not increase the grants.
The fiscal impact of these recommendations is $7,000. Funds for these requests are included in the Fiscal Year 2019-20 Operational Plan for the Neighborhood Reinvestment Program (Org 15650). The funding source is General Purpose Revenue. These actions will result in the addition of no staff years and no additional costs.

Chula Vista Rotary Foundation (Foundation)
For more than 90 years, the Chula Vista Rotary Foundation (Foundation) has been an organization where local professionals with diverse backgrounds exchange ideas, form meaningful lifelong friendships, and give back to their communities. The goal of their Foundation is to give back to the Chula Vista community through projects and financial contributions. Annually, the Foundation purchases hundreds of bicycles for children in need, awards thousands of dollars in scholarships to local high school students and contributes to the South Bay Family YMCA. If approved, today’s allocation of $7,000 will enable the Foundation to acquire bicycles and helmets to distribute at their 43rd Annual Bike Give-Away for children in need event in the South Bay.
Fern Street Community Arts, Inc.
Fern Street Community Arts, Inc. serves families through performance and the teaching of circus arts. Professional artists collaborate with learners and their families to transcend barriers between people of varying cultures and languages, combining physical and theatrical skills. If approved, today’s action will amend the purpose of the 6/25/19 (8) Neighborhood Reinvestment Program allocation of $10,000 to Fern Street Community Arts, Inc. to include the acquisition of a box truck and covered trailer. In addition to meeting transportation needs, the box truck and covered trailer will be customized so as to allow for hanging canvas backdrops and props.
