NEIGHBORHOOD REINVESTMENT PROGRAM ALLOCATIONS (DISTRICT: 1)

OVERVIEW

The County of San Diego is fortunate to have an opportunity to reinvest taxpayer money into our communities for the benefit of the public. This action will assist the County in meeting the needs of the community.

RECOMMENDATION(S)

SUPERVISOR GREG COX

1. Allocate $250,000 from the Neighborhood Reinvestment Program budget (Org 15650) to YMCA of San Diego County for the construction of a new Aquatic Center at the Jackie Robinson Family YMCA. 

2. Find that the grant award described above has a public purpose.

3. Authorize the Deputy Chief Administrative Officer/Auditor and Controller to execute a grant agreement with the organization awarded Neighborhood Reinvestment funds establishing terms for receipt of the funds and to make minor amendments to the agreement that are consistent with the general purpose of the grant but do not increase the grant.

4. Find that the proposed grant is exempt from review under the California Environmental Quality Act (CEQA) by Section 15301 of the CEQA Guidelines. 

FISCAL IMPACT

The fiscal impact of this recommendation is $250,000. Funds for this request are included in the Fiscal Year 2018-2019 Operational Plan for the Neighborhood Reinvestment Program (Org 15650). The funding source is General Fund fund balance. These actions will result in the addition of no staff years and no additional costs.

BACKGROUND

YMCA of San Diego County

The Jackie Robinson Family YMCA (JRYMCA) has been serving the Southeastern San Diego community since 1943. The YMCA estimates that 33,000 children ages 5-12, who live in the service area of the JRYMCA, have never taken swimming lessons. If approved, today’s grant of $250,000 will support the replacement of the demolished swimming pool with a new Aquatic Center, which will include: one tank with room for six lap lanes and areas for lessons and aqua exercise classes; a Splash Pad; Family Locker Rooms; and a Pump Equipment Room. Today’s grant will also support the demolition and replacement of outdoor basketball and soccer arenas to make way for the new Aquatic Center. The replacement of the arenas will include seating and lighting. Funding will also assist in the replacement of the demolished Press Box, Concession Stand, Arena Sports Storage Building, and assist with parking, paving, landscaping, and irrigation.

These grants provide an opportunity for the Board of Supervisors to assist worthy organizations that promote the County’s vision of a region that is safe, healthy, and thriving.
