SUBJECT: NEIGHBORHOOD REINVESTMENT PROGRAM (DISTRICT: 1)
The County of San Diego is fortunate to have an opportunity to reinvest taxpayer money into our communities for the benefit of the public. This action will assist the County in meeting the needs of the community.

- Rescind the 6/17/2014 (10) allocation of $27,252 from the Neighborhood Reinvestment Program budget (Org 15650) to the San Diego Workforce Partnership for reallocation to other projects.
- Allocate $27,252 from the Neighborhood Reinvestment Program budget (Org 15650) to Mission Edge San Diego to provide one-time support for the San Diego Youth Opportunity Pathways Initiative (PATHWAYS) including the purchase of 3 MacBook computers and software, 1 color copier and printer, the design and printing of brochures, banners, posters, signs and other outreach materials, and cameras, lenses and paint supplies.
- Authorize the Chief Financial Officer to execute a grant agreement with this organization establishing terms for receipt of the funds described above and to make minor amendments to the agreements that are consistent with the general purpose of the grant but do not increase the grant.
- Find that the grant award described above has a public purpose.
The fiscal impact of these recommendations is $27,252. Funds for this request are included in the Fiscal Year 2015-2015 CAO Adopted Operational Plan for the Neighborhood Reinvestment Program (Org 15650). The funding source is General Fund fund balance. There will be no change in net General Fund cost and no additional staff years.

San Diego Workforce Partnership – PATHWAYS Initiative
The grant allocated to the San Diego Workforce Partnership on June 17, 2014 for the San Diego Youth Opportunity Pathways Initiative (PATHWAYS) is being rescinded because the organization is no longer able to execute the grant agreement as originally planned. Approving recommendation #1 will rescind the grant so that funds can be allocated to other projects. The County and San Diego Workforce Partnership did not enter into a grant agreement.
Mission Edge San Diego – PATHWAYS Initiative
As a 501(c)(3) non-profit organization, Mission Edge San Diego supports the non-profit community with the infrastructure necessary to accomplish their mission. They offer comprehensive solutions in finance, operations, human resources and information management to help non-profits scale with maximum efficiency. Mission Edge San Diego is assisting the PATHWAYS initiative and has agreed to serve as the fiduciary agent for this grant.
PATHWAYS utilizes a youth-centered approach to provide educational and stabilization support for 16-24 year-olds who are not connected – or are insufficiently connected – to education, training and employment (Opportunity Youth). These youths will be involved in various youth development best practices including mentoring, case management and wrap around services, and enrichment opportunities. Guided by mentors, each young person will play an active role in creating a personalized plan to achieve educational, training and employment success based on interest and ability. The PATHWAYS model utilizes outreach and re-engagement, educational momentum, certification and credentialing, and employment to equip youth with the hope, interest, confidence and experience needed to succeed.
Today’s grant, if approved, will provide one-time funds to Mission Edge San Diego to support Opportunity Youth in District One through the PATHWAYS Initiative, including the purchase of 3 MacBook computers and software, 1 color copier and printer, the design and printing of brochures, banners, posters, signs and other outreach materials, and cameras, lenses and paint supplies.
