SUBJECT: NEIGHBORHOOD REINVESTMENT PROGRAM (DISTRICT ONE)
The County of San Diego is fortunate to have an opportunity to reinvest taxpayer money into our communities for the benefit of the public. This action will assist the County in meeting the needs of the community.
SUPERVISOR GREG COX
- Transfer appropriations of $500,000 from the District 1 Neighborhood Reinvestment Program to the Contribution to Library Fund, Operating Transfer Out, for materials, furniture, fixtures, and equipment for the new Imperial Beach branch library.
- Establish appropriations of $500,000 in the County Library budget, services and supplies, for the purchase of library materials and furniture, fixtures, and equipment for the new Imperial Beach Library based on an Operating Transfer from the General Fund. (4 VOTES)
- Transfer appropriations of $250,000 from the Neighborhood Reinvestment Program Budget (Org 15650) to the Department of Parks and Recreation (Org 52811), service and supplies, for design, environmental review and construction of a parking lot adjacent to Provence House.
The fiscal impact of these recommendations is $750,000. These actions will result in the addition of no staff years and no future costs.

Department of Parks and Recreation: Provence House
The Provence House is a County of San Diego owned property in the Bonita community, adjacent to the City of Chula Vista’s Rohr Park which offers nearly 60 acres of park land including walking trails, sports fields and courts, shelters/gazebos and picnic areas. The Provence House, mostly used as a location for community meetings previously, is currently undergoing renovations such as water infrastructure improvements, window/door replacement, a bathroom remodel, and parking lot improvements. The vision after the renovations are complete is that the Provence House will become a coveted location and destination in the Bonita community for special event rentals and community events. Today’s grant will provide funds for the design, environmental review and construction of a parking lot adjacent to Provence House.
San Diego County Library – Imperial Beach Branch
Imperial Beach, part of the First Supervisorial District, anticipates redevelopment and expansion of their aging County branch library. The new library will incorporate sustainable design components and will connect with the City of Imperial Beach Community Center. Construction is anticipated to begin in 2014. Today’s grant, if approved, will provide funds to purchase additional books, DVDs, educational materials, furniture, fixtures, and equipment for the new Imperial Beach Library. With the grand opening of the newly reconstructed library in spring 2015 and with these new library materials, furniture, and equipment, we hope to support youth education and significantly improve the lives of residents in Imperial Beach.
