CSACIn November of 2004 Supervisor Cox was elected President of the California State Association of Counties (CSAC). CSAC is a Sacramento based association, which promotes the interest of California's 58 counties at the state and federal level.

In this role, Cox works with State leaders as an advocate for the interests of County residents on statewide issues such as pension reform, state-local financing and tribal gaming.

Supervisor Cox also served as President of the League of California Cities in 1987 and 1988 while serving as Mayor of Chula Vista. He is the first elected official in state history to serve as president of both organizations.
