SUBJECT: LEASE AGREEMENTS FOR THE BONITA-SUNNYSIDE LIBRARY AND MUSEUM PROJECT

SUMMARY:
Overview
The Bonita-Sunnyside Library and Museum Project includes an 8,000 square foot County library, a 2,000 square foot community space, a 4,000 square foot Bonita Museum and Cultural Center, and a 400 square foot Public Safety Center in two buildings on a vacant City-owned parcel on Bonita Road adjacent to the Chula Vista Golf Course. With a County library alongside the Bonita Museum and Cultural Center, the project provides a tremendous educational, cultural and community resource for the residents of Bonita-Sunnyside, in one central location.

Approval of these recommendations will waive Board Policies B-29 and F-51 pertaining to full cost recovery and market rate leasing of County real property and authorize lease agreements with the Bonita Historical Society and the Bonita Business and Professional Association.

  1. Waive Board Policies B-29 and F-51 pertaining to Department of General Services' responsibility for full cost recovery and market rate leasing of County real property.
  2. Authorize the Director, Department of General Services, to execute lease agreements, for terms not to exceed ten years, for the Bonita Public Safety Center, including a small office space in the Library and the Bonita Museum and Cultural Center.

BACKGROUND:
On December 3, 2002 (13) the Board approved entering into preliminary negotiations with the City of Chula Vista to determine the feasibility of constructing an 8,000 square foot County library with an additional 2,000 square foot community space for the community of Bonita-Sunnyside on a vacant City-owned parcel adjacent to the Chula Vista Golf Course.

On June 17, 2003 (2) the Board approved adding the relocation of the Bonita Museum and Cultural Center to the Bonita-Sunnyside Library Project, approved the allocation of $50,000 to design a new Museum facility, and provided $250,000, subject to a dollar-for-dollar match from community fundraising, as a challenge grant earmarked for the construction of the Museum.

On December 9, 2003 (4) the Board approved a ground lease agreement with the City of Chula Vista, approved the environmental findings for the library/museum site and project, and gave authority to negotiate contracts for professional design and engineering services for the project and on May 4, 2004 (3) the Board approved the solicitation and awarding of construction contracts for the project.

In addition to the library, community space and museum, the project plans include a variety of elements including a Public Safety Center, outdoor reading areas, a Veterans memorial, flagpole and space for a community holiday display to make the project a focal point for community activities.

Currently, the Bonita Historical Society operates a small museum in a former fire station on Bonita Road. The Bonita-Sunnyside Library and Museum Project offers the community an opportunity to relocate the existing Bonita Museum and Cultural Center, thereby providing a tremendous educational and cultural resource for the residents of Bonita-Sunnyside, in one central location.

Additionally, a small storefront Public Safety Center is currently operated by the Bonita Business and Professional Association (BBPA) both as a community resource and as a community effort to support the law enforcement officers of the three agencies that have jurisdiction in the community, the Sheriff’s Department, City of Chula Vista Police Department and the California Highway Patrol. The Public Safety Center also fills the office needs of the volunteers of the San Diego County Sheriff's Senior Volunteer Program for the Bonita community. The lease for the existing Public Safety Center is about to expire and its relocation to the Bonita-Sunnyside Library and Museum Project would be timely. Relocation of the Public Safety Center would also place this community resource in a highly visible, newly constructed public building.

The BBPA Board of Directors has expressed strong interest in continuing to operate the Bonita Public Safety Center in its new location. Additionally, the Bonita-Sunnyside Library and Museum Project includes an opportunity to provide a small 100 square foot office space for the BBPA, the community’s most active volunteer organization. The BBPA has also expressed a willingness to coordinate the scheduling and use of the Community Meeting Space as part of their duties under their lease with the County
