TO: Board of Supervisors
SUBJECT: Grant Funding for the San Pasqual Academy

SUMMARY:
The San Pasqual Academy, set in a pastoral valley of inland North County, is a unique residential education campus that serves foster youth, age 14-18. The campus provides a home where teens can learn the necessary social, vocational, and life skills to become happy, successful and productive adults. Through the San Pasqual Academy, the community can make a commitment to foster youth, who find themselves in the County’s care through no fault of their own and who were abused and neglected by the people who should have cared for them the most.

This unique public-private partnership includes a significant commitment from the business community in supporting renovations at the campus. Today’s recommendation will authorize the Chief Administrative Officer (CAO) to develop and submit a grant proposal to the Kresge Foundation for funding for continued renovation of the campus.

RECOMMENDATIONS
Chairman Ron Roberts and Vice Chairman Greg Cox:

Direct the CAO to work with New Alternatives, Inc. and other local non-profit agencies and submit a proposal to the Kresge Foundation to assist in the continuing renovation of the San Pasqual Academy campus buildings and return to the Board in 120 days with an update.

Fiscal Impact:
There are no fiscal impacts associated with this recommendation.

BACKGROUND:
The San Pasqual Academy, set in a pastoral valley of inland North County, is a unique residential education campus that serves foster youth, age 14-18. Renovations at the San Pasqual Academy are continuing with work now focusing on the gymnasium through the generosity of Metabolife Foundation and the technology and learning center through the generosity of QUALCOMM. Additional funding is still required to complete the construction and renovation of additional family living units, a library as well as athletic fields.

The Kresge Foundation was established in 1924 by Sebastian Kresge and provides funding for a wide range of capital projects including: schools, dormitories, libraries, hospitals, clinics, recreation centers, student arts centers and theatre complexes. Grant awards are for a minimum of $300,000 and many projects have received over $2 million in the past few years. Many of the grant awards include a requirement for a local match and this requirement can be met through the various donations received for the San Pasqual Academy renovation efforts from both foundations and individual organizations.

The San Pasqual Academy is a unique public-private partnership that includes a significant commitment from the business community supporting the renovations at the campus. Today’s recommendation authorizes the CAO to partner with New Alternatives, Inc. and other local non-profit agencies to develop and submit a proposal for funding to the Kresge Foundation to assist in the continuing renovations on campus.

We urge your support!

Respectfully submitted,
