SUBJECT: NEIGHBORHOOD REINVESTMENT PROGRAM (DISTRICT 1)
SUMMARY:
The County of San Diegois fortunate to have an opportunity to reinvest taxpayer money into our communities for the benefit of the public. This action will assist the County in meeting the needs of the community.
RECOMMENDATIONS
SUPERVISOR GREG COX:
- Allocate $10,000 from Neighborhood Reinvestment Program budget (Org 15650) to Just in Time for Foster Youth to purchase 20 laptops for former foster youth who are attending college in fall 2012.
- Allocate $48,545 from Neighborhood Reinvestment Program budget (Org 15650) to the Alpha Project for the purchase of a Stake-Bed Truck for their “Take Back the Streets” program.
- Allocate $5,500 from Neighborhood Reinvestment Program budget (Org 15650) to Resounding Joy for the purchase of musical instruments for their residential recovery programs that benefit service members with combat-related mental health symptoms.
- Allocate $6,000 from Neighborhood Reinvestment Program budget (Org 15650) to the Point Loma Association to reimburse the Association for costs it incurred to purchase plants, aggregate, and other landscaping materials for the Catalina-Canon Median Beautification project.
- Allocate $3,500 from Neighborhood Reinvestment Program budget (Org 15650) to the Bonita Historical Society for the purchase of an audio system, office supplies, lamps, chairs and other office furniture for the Bonita Museum and the Bonita Public Safety Center.
- Authorize the Chief Financial Officer to execute grant agreements with these organizations establishing terms for receipt of the funds described above and to make minor amendments to the agreements that are consistent with the general purpose of the grant but do not increase the grant.
- Find that the grant awards described above have a public purpose.
Fiscal Impact:
The fiscal impact of these 5 grants is $73,545. These actions will result in the addition of no staff years and no future costs.
BACKGROUND:
Just in Time for Foster Youth
Just in Time for Foster Youth (JIT) is a non-profit community organization that provides former foster youth with crucial resources to transition to an independent life. This includes the establishment of a stable home environment, support for educational and vocational goals, the cultivation of financial literacy, and the provision of emergency assistance when sudden obstacles threaten to derail a youth’s progress. Statistics indicate that up to 45 percent of those leaving foster care will become homeless within a year and as many as 50% will be unemployed. While 70% express the desire to go to college, only 10% actually attend college and less than 3% actually graduate from college. Today’s grant, if approved, will purchase 20 laptop computers for foster youth entering college in Fall 2012 so that they may beat the odds and work their way towards becoming college graduates.
Alpha Project
The Alpha Project is a non-profit organization that has been providing services for homeless individuals since 1987. The programs assist the participants with the tools to achieve independence through housing, employment, sobriety, and stability. Alpha Project is in need of a stake-bed truck for their “Take Back the Streets” program so that they may more easily transport individuals and equipment to project work sites. This program provides homeless individuals with transitional employment and other supportive services while providing the community with vital cost-saving services including weed and brush abatement, canyon and homeless encampment cleanups, graffiti removal, debris cleanup, fire prevention and emergency services. Today’s grant, if approved, will provide $48,545 for the purchase of a stake-bed truck.
Resounding Joy, Inc.
Resounding Joy is a non-profit community organization that provides professional music therapy services to seniors; homeless people; children who are hospitalized; teen parents and their children; and service members with traumatic brain injury, post traumatic stress disorder, combat stress, and other diagnosis related to active duty. Resounding Joy has served over 45,000 people since it began operating in 2004. If approved, today’s grant of $5,500 will be used to purchase musical instruments for the inception of their new program which will benefit service members with combat-related mental health symptoms.
Point Loma Association
The Point Loma Association is a non-profit community (PLA) organization whose mission is to improve the quality of life in Point Loma through beautification, education, charitable activities and civic collaboration. The PLA has identified and begun the transformation of a plain black asphalt median at the intersection of Catalina Boulevard and Canon Street in Point Loma into a beautifully landscaped median that includes plants, natural soils, and other landscaping. This median, when completed in December 2011, will be seen by thousands of visitors each year who travel to see the Cabrillo National Monument, Fort Rosecrans National Cemetery, and the Naval installations on Point Loma. Total project cost is almost $22,000, with over $13,000 having been raised by private donations from community members. Today’s grant, if approved, will reimburse the PLA for costs it incurred to purchase plants, aggregate, and other landscaping materials for the Catalina-Canon Median Beautification project.
Bonita Historical Society
The Bonita Historical Society was established in 1987 and was part of the Bonita Business and Professional Association until 1992 when the Bonita Historical Society was incorporated as a 501(c)(3) non-profit organization. The Historical Society operates the Bonita Museum, which is dedicated to preserve, for public education and enjoyment, the culture, history, art, crafts and aesthetic facets of the region, specifically El Rancho de la Naçion in South San Diego County. They are in need of general office supplies and an audio system for public events and meetings. The museum also collaborates with and supports the public safety center, which is adjacent to the museum and serves as a home base for public safety personnel in the area to write reports and perform other office duties without having to travel to a more distant office location. The benefit to the public of the public safety center is the ability for law enforcement to remain local instead of having to drive greater distances, which improves efficiency and reduces vehicle emissions, and improves officer morale. The public safety center is in need of new office furniture, which is in a state of disrepair. The Bonita Historical Society will accept this grant of $3,500, if approved, to purchase office supplies, an audio system, chairs, lamps and other office furniture that are badly needed for the Bonita Museum and the adjacent public safety center.
